             PCS Family Services Awarded Grant to Build Capacity and Community Impact

          Youth Substance Use Disorder Prevention Program Joins 

          Cohort of 18 California Community-Based and Tribal 

           Organizations Awarded $5 Million for Youth Substance Use Prevention

Pomona, Calif. – PCS Family Services, Inc. has been awarded with a grant for youth substance use prevention activities through Elevate Youth California, Over the next two years we will focus on prevention, education and early intervention, startup activities and enhancements efforts in low-income urban areas throughout the eastern LA County and western San Bernardino County with a focus on impacting policy, systems, and environmental change.

Elevate Youth California, a project of The Center at Sierra Health Foundation under contract with the California Department of Health Care Services (DHCS), is funded by Proposition 64 revenue, which legalized adult non-medical use of cannabis in California. Awarded partner projects will provide youth social justice, peer support and mentoring in low-income communities of color, including Tribal communities and LGBTQ communities. Elevate Youth California’s investment will build on partners’ operational, programmatic, financial and/or organizational infrastructure to strengthen their ability to fulfill their mission and have a positive impact on their communities. 


“The Elevate Youth California program recognizes the need to invest in building the capacity of organizations that are working directly with young people from communities that have been disproportionately impacted by the War on Drugs,” said Chet P. Hewitt, president and CEO of Sierra Health Foundation and The Center. “This program creates stronger organizations; stronger communities and a stronger field of substance use prevention.”

With the EYC SUD program, PCS Family Services, Inc. joins 17 additional community-based and Tribal organizations throughout California awarded a total of $5 million for youth substance use prevention activities in this round of funding. A full list of organizations that received awards is posted on the Elevate Youth California website. 


“It is inspiring to see the level of innovation in the culturally responsive youth substance use prevention strategies that each of the 18 partners have presented in their applications,” said Marlies Perez, chief of DHCS’ Community Services Division. “In the midst of a global pandemic, the nonprofit community and Tribal partners have found unique ways to expand the support they are providing to youth in their communities.” 


Elevate Youth California is funded through the DHCS Proposition 64 California Cannabis Tax Fund, Allocation 3, Youth Education Prevention Early Intervention and Treatment Account. Proposition 64 funding prioritizes youth education, prevention and early intervention. Elevate Youth California connects youth and their families to programs that include wraparound care in communities disproportionately harmed by past and current drug policies and criminalized for substance use disorder.

POMONA, CA. 91768 - PCS Family Services Inc Awarded the Youth Diversion and Development Grant for the following geographical area and cities: Geographical Area No. 11 – Pomona, Diamond Bar, unincorporated areas of Covina, Azusa, Glendora, La Verne, Claremont, West Covina and neighboring communities as approved by the County. The Los Angeles County Board of Supervisors unanimously approved a motion by Supervisors Mark Ridley – Thomas and Janice Hahn in January 2017 to advance a comprehensive countywide approach to diverting young people from the juvenile and criminal justice systems.

Youth diversion is broadly defined as an intervention that redirects system responses in order to prevent a young person’s involvement or further involvement in the justice system. Although there is wide variation in diversion programming nationwide, evidence suggests that diverting young people from the juvenile justice system as early as possible is a promising practice. When implemented well, youth diversion programs can improve outcomes for youth otherwise at risk for long-term involvement in the justice system and the associated damage to their health and wellbeing. Effective youth diversion can also improve public safety and reduce system costs.

PCS Family Services, Inc. offers Project 2nd Chance, a 3-month evidence-based youth diversion and development program for youth who are first time offenders who have admitted to a minor offense and agreed to participate in the program. Project: 2nd Chance uses the model of restorative justice diversion and development which encourages constructive community-based responses to wrongdoing. Parents and youth, as well as the person(s) harmed by the youth, participate in Project 2nd Chance, both separately and together.

POMONA, CA. 91768 - PCS Family Services Inc Awarded a Four Year Grant from the California Community Reinvestments Grant (CalCRG) Program. PCS Family Services, Inc. will provide Systems Navigation Services, Employment, Job Related Education, Training and Legal Services to address barriers to the Reentry Community.

The CalCRG program awards grants to Local Health Departments and qualified Community-based Nonprofit Organizations to support job placement, mental health treatment, substance use disorder treatment, system navigation services, legal services to address barriers to re-entry, and linkages to medical care for communities.


The mission of the CalCRG program is to advance health, wellness, and economic justice for populations and communities harmed by the WoD. The CalCRG program’s guiding principles are that its efforts will be:

  2. Grounded in science and data, while being receptive to emerging and innovative approaches.
  3. Advancing whole person, trauma-informed care.
  4. Accountable to taxpayers and stakeholders.
